The Japanese government announced on the 21st that it has compiled a draft Circular Economy Action Plan at the fourth meeting of the ministerial council on circular economy.
As part of its key pillar, the Metal Recycling Promotion Strategy, the plan sets a target to source approximately 30% of domestically produced copper (electrolytic copper) from recycled materials by 2030. In the area of building recycling hubs and forming networks, the government aims to mobilize around JPY 1 trillion in public and private investment by 2030 through financial support schemes and other measures.
The plan also outlines recycled material supply targets for other metal resources by 2030, including the share of recycled inputs in total demand. For steel, the government targets securing an additional domestic processing capacity of approximately 2 million tonnes per year to upgrade scrap into higher-grade material. For aluminum, the plan calls for around 40% of domestically produced wrought products (such as sheets and extrusions) to be derived from recycled inputs. It also states that approximately 30% of raw materials for permanent magnets supplied domestically should be sourced from recycling.
To enhance industrial competitiveness through collaboration between upstream and downstream sectors, the government will promote certification of projects that supply recycled materials to manufacturers under the Act on Sophistication of Resource Circulation Businesses. The plan aims to achieve participation in more than 100 such projects within three years.
