The rare earth market remained flat from mid to late October 2025. On October 9, China announced tighter export controls, expanding its licensing requirements to include recycling technologies. Meanwhile, reports surfaced that Vietnam is considering a ban on rare earth ore exports, and Taiwan was said to be seeking to secure its own supply. As concerns grow that these moves could disrupt global rare earth distribution systems, market participants have adopted a wait-and-see stance.
