A Wind from Lyon # 12  “We need Lead-Acid Batteries” EUROBAT

写真The Association of European Automobile and Industrial Batteries Manufactures(EUROBAT) consists of more than 50 automobile and industrial batteries manufactures.

 

Its activities include; 1.promoting the regulatory commercial and economic interests of the European automotive, industrial and special battery industries 2.Facilitating the continued growth of the European industry, 3.working with stakeholders to help develop new battery solutions.

 

During the conference, we met Mr. Francesco GATTIGLIO, EU affairs Manager, of the EUROBAT and asked him some questions raised from our recent reports regarding the issue of ban/restriction of the use of lead for battery productions and the appeal by this association to the European Parliament.

 

 

Q: Concerning the move toward the ban/restriction on the use of lead for battery productions, how is the situation in Europe? Any political pressure?

A: Yes, we do have a pressure to eliminate/ban lead. However, this is from one side, we manage to counter that. Our association firmly believes that lead is necessary for battery industry. We will promote the continuous use of lead. In fact, it is not wise to ban lead.

 

Q: How do you see the current direction of decision-making?

A: As of now, it is difficult to say which direction the European Parliament may go (concerning the amendment of the Battery Directive). However, there should be a move in one year. We do have a solid reason to justify the continuous use of lead. In any case, the battery industry should have an exemption (for its use).

 

Q: Is EUROBAT influential enough over decision-making by the European Parliament regarding this issue?

A: Yes, we are cooperating with other associations and, yes, we are the first line to defend lead-acid batteries.

 

Q: Overall you sound confident.

A: Yes, I think we have good reasons.

 

Q: Lead-acid batteries will stay then.

A: Yes, that’s what we are working for.

 

Q: Concerning a move toward banning lead, there is a view in which the coming year may be critical. How do you respond to that?

A: It is true. It will be the time when the new EC will make a proposal for the revision of the Battery Directive and other related legislations. This will come by the end of 2020 and the beginning of 2021. So what we are talking about is a new regulatory framework, we are trying to have it as clear as possible because that was the problem we had so far. Different types of regulations, they overlap. They are not coherent with one another. This is what we are asking for to the EC (to be coherent). For this reason, we think that this regulative term will be crucial for batteries.

 

The existing Battery Directive 2006/66/EC has been evaluated for revisions and its report has completed at the beginning of this year. EUROBAT provided comments to the evaluation reports together in cooperation with EC and the Parliament. In sum, Mr. GATTIGLIO seems to be quite convinced of the influential power of the association and the direction of lead-acid battery.
