In Mexico, a country rich in natural resources and particularly rich in copper, it appears that attention is finally turning to rare earth resources, which have been recognized as reserves but have not yet been started. The news that Hochschild Mining, a UK-based mining company, has spun out its Chilean rare-earth project and listed it on the stock exchange also drew attention to developments in South America this week.
