廃棄物・資源循環政策の最新動向～不適正ヤード問題及び使用済みリチウム蓄電池等への対応について～
【講演概要】
規制対象外の金属スクラップ等の不適正な保管や処理に起因する騒音や悪臭、公共水域や土壌の汚染、 火災の発生等の生活保全上の支障が生じている「不適正ヤード問題」や、廃棄物収集車両、処理施設等での火災が急増している「使用済みリチウムイオン電池」に係る環境省の対応を中心に、廃棄物・資源循環行政の直近の動向について説明する。
【講演者プロフィール】
昭和49年生まれ、千葉県出身。東京大学工学系研究科修了。平成11年環境庁入庁、21年環境省地球環境局地球温暖化対策課課長補佐、24年アジア開発銀行、28年環境省地球環境局国際連携課課長補佐、29年同国際協力室長、30年同国際協力・環境インフラ戦略室長、令和4年水・大気環境局水環境課海洋環境室長、5年内閣総務官室内閣参事官、7年7月から現職。

"Measures Against Fire Incidents Involving Lithium-Ion Batteries (LIBs) and Illegal Waste Yards"
Abstract:
This article presents the latest developments in waste and resource management administration, primarily focusing on the Ministry of the Environment (MOE)'s recent initiatives concerning two critical issues.
Profile:
Born in 1974 in Chiba Prefecture, he holds a master's degree from the Graduate School of Engineering, The University of Tokyo.
He joined the Environment Agency (now the Ministry of the Environment, MOE) in 1999. Since then, he has held various key positions within the MOE and other institutions, including Deputy Director of the Greenhouse Gas Emission Reduction Team (2009) and Deputy Director of the International Cooperation Division (2016) within the Global Environment Bureau. His international experience includes a posting to the Asian Development Bank (ADB) in 2012. He subsequently served as the Director of the Office for International Cooperation (2017) and the Director of the Office for International Cooperation and Environmental Infrastructure Strategy (2018). In 2022, he became the Director of the Office for Ocean Environment in the Water and Air Environment Bureau. Prior to assuming his current position in July 2025, he served as a Cabinet Counselor in the Cabinet Secretariat in 2023.
